The Nigerian Government has announced plans to transition the Federal Civil Service to a fully digital system by December 2025, eliminating paper usage across all Ministries, Departments, and Agencies (MDAs).

Dr. Didi Esther Walson-Jack, Head of Civil Service of the Federation, made this announcement during a press conference in Abuja on Wednesday while unveiling activities for the 2025 African Public Service Day and Nigeria's Civil Service Week.

Digital Transformation Progress

"Even before I assumed office, the Office of the Head of Civil Service of the Federation had already gone paperless. We are now working to accelerate this transformation across all MDAs," Walson-Jack stated.

She revealed that the Federal Ministry of Health recently became the 11th ministry to implement the Enterprise Content Management Systems (ECMS), while other ministries are at various stages of implementation.

"We have engaged partners to help fund digital transitions in some of the ministries. The race to December 31, 2025, is on, and with hard work and God's grace, the Nigerian Civil Service will be fully paperless by December 31, 2025," she affirmed.

This initiative aligns with the Federal Civil Service Strategy and Implementation Plan for 2021–2025, which is scheduled to conclude by the end of next year.

Civil Service Week Activities

The Head of Civil Service also announced that the Federal and State Civil Services will commemorate the African Public Service Day and the Nigerian Civil Service Week from Friday, June 20 to Saturday, June 28, 2025.

A highlight of the week will be the inaugural International Civil Service Conference (ICSC) scheduled for June 25-26, 2025, in Abuja. Walson-Jack described the conference as "a defining moment in our ongoing journey to reposition the Nigerian Civil Service as a 21st-century engine for national development, regional and international leadership."

Other activities planned for the week include:

  • Commissioning of the remodelled Reception for the Office of the Head of the Civil Service of the Federation
  • Special Juma'at Prayer at the National Mosque
  • Thanksgiving Service at the Family Worship Centre, Wuye
  • Study Tour of the Federal Civil Service and Abuja by State's Heads of Civil Service
  • Welcome Cocktail for ICSC Speakers
  • Wellness Activities and Social Get-together for Civil Servants
  • Rewards and Recognition Awards Ceremony

According to Walson-Jack, hosting the ICSC directly expresses Nigeria's commitment to the Federal Civil Service Strategy and Implementation Plan (FCSSIP25), with its core pillars of Capability Building, Performance Management, and Digitalisation.
