The Lagos State Government has revealed that the state suffers economic losses of approximately N4 trillion annually due to persistent traffic congestion, with unregulated parking and chaotic activities of tankers and articulated vehicles identified as major contributors to the problem.
This disclosure was made by Mr. Sola Giwa, Special Adviser to the Governor on Transportation, during a recent interview on TVC News. In response to these challenges, the government has announced the implementation of an Electronic Call-Up (E-Call-Up) system, which will take effect from Monday, June 16, 2025.
New Regulatory Framework for Tankers
The initiative specifically targets tankers and articulated vehicles operating along the Lekki-Epe corridor. Under the new system, all truck operators entering Lagos to load or offload goods will be required to register and book their movements through the E-Call-Up platform.
"Under the new system, tanker operators will be required to upload their Authority to Load, ATL, and pre-book assigned parking slots before arriving in Lagos," Giwa explained. "The platform will also collect relevant cargo and travel data, supporting better logistical planning and enforcement."
The system is designed to coordinate truck activities, eliminate indiscriminate roadside parking, and reduce traffic disruptions that have plagued the metropolis for years.
Dedicated Infrastructure for Implementation
To support this initiative, seven dedicated truck parks have been approved along the Lekki-Epe axis. These facilities will be equipped with restrooms, kitchens, electricity, and other basic amenities to support driver welfare and operational efficiency.
According to Giwa, the policy is the culmination of more than two years of stakeholder engagement and represents a key component of the state's broader efforts to reform its transportation system and build a more efficient and resilient urban environment.
The initiative comes at a critical time as Lagos continues to grapple with infrastructure challenges amid rapid urbanization and population growth. If successful, the E-Call-Up system could serve as a model for addressing similar logistical challenges in other parts of the country.
